Actually, he probably wasn't. He was made into a bad emperor because of propaganda after his overthrow, and he was made into monster centuries later as a popular porn character that was passed as historic figure. There is no direct evidence to him being as he's described. But it's not like he couldn't have been that bad, it's just that nothing credible ever states that he was bad.
