Yes, in the past, English Dubs sucked. But i assure you, the current animes try to make them accurate.
As for the voice they picked for the character, that's up to personal preference.
I'll let you know now, the voice they picked for sepharoth on FF7:AV was perfect.

Some English dubs are great, but most of them suck, the best dubs in my opinion are the ones from Chile, BTW, dubs from mexico suuuuuuuuck more that the english one ;)

To this day, the only English dub I can stand to hear is Cowboy Bebop's.
Not all english dubs suck. It largely depends on the series and the voice actors they use. For example, I liked Tenchi Muyo! english dub because I think they have brilliant voice actors. Except for the more recent ones. God damn it Funimation.
But when I heard Kenshin's dub I was like "OMFG WTF IS THAT". Hate those crappy girl voices.

Sorry but the Death Note dubs are pr0 and for an anime with so much talk are actually better, not to mention the voices are ace. Also Gantz and Desert Punk had much better dubs than the subs because the word "Fuck" and all the random combinations of curse words attached to it sound better in english.
