The Law in Japan strictly states that all Pornography has to be censored because they aren't allowed to show the vagina or the penis. Along with that, the Law does not regard drawing. Drawing does not count as VIDEO pornography which is the only thing included in the Law. So when it comes to Censored Hentai Manga and Videos. The Law does not cover that, it's as simple as the people over there either don't want to take a chance on getting in trouble or they are accustomed to censorship. The Law only prohibits the Censorship of HUMAN porn NOT hentai. So whatever goes on is not because of the Law. It might just be their preference or as it has been said in an older post on here, they may do it for more money but I highly doubt there is two versions for age groups. Hentai is Hentai and Porn is Porn. All 18+ nothing less. So when it comes to Hentai you either need to find out from the artist him or herself if they did it because they wanted to or had to do it because of a Distribution policy in a company they use to get paid.
