Why is Hentai Censored in Japan?

I remember reading something about it months ago, but never fully understood.
Who is it censored for? Will there ever be a day where this might change?

I think hentais are censored for 16-18s and uncensored for 18+. They are strictly sold as OVAs and there are two versions.
I think they give you the "appropriate" version depending on your age when you buy it.

Because it's the law, a law still in force, in the realm of photo-porn anyway. Not sure how compliant drawings need to be. Maybe people just got used to it, so it's included as a style thing now.

When a hentai is made in japan, its not made censored already. They edit it and sell it, when its brought to other countrys, they simply sell the original without the censor. BTW its an old law from the Meiji era... never got changed...

Also, I think porn can be uncensored, as long as it's not sold on the Japanese market. This means Japan can export uncensored porn. Not sure if this is true.

As far as I know the only reason that law is enforced these days is because yakuza have a monopoly over uncensored porn (which you can buy underground, and you can buy black market mosaic decoders), so the yakuza's buddies in government keep the regulation in place.

I thought it was no longer the law, but artists kept publishing it that way as kind of a joke/ reference to that law. That's why you'll see a tiny black censor strip over the vagina that doesn't really cover anything but gets in the way.

Well, a hentai anime explained it best. When people see the whole thing, they lose interest. However, if it's only slightly revealed, or done so in an alluring way, you become more interested in what you don't see, and therefore, more excited.
