Not true, even in the "real" manga, if the main character Naruto is not an buffoon, there is no annoying characters like Sasgay the emo boy and sakura the bitch or should I said at least all the characters is just your normal neighbor 's boy and girl, Naruto would not suck so badly. The only reason why these asshole characters keep appearing is just another message from Kishi to all the readers that an scumbag can be as cool or even becoming an hero/heroine in the end. The best example would be Danzo and Hanzo.
In fact another popular manga D.Grayman would have replace Naruto because in term of manga it has an interesting plot and at least there is not much of "asshole" characters (expect General Cross Marian) in the story and there is not much of filler in the anime which is why it is always epic although certain scene is not 100% based on the original manga. Naruto is mediocre in so many ways, but it manages to do its battles very well. The battle between Gaara and Lee, the battle between Gaara and Kimimarou and the final battle between Naruto and Sasuke in Part 1 are some of the best battles I've ever seen in shounen battle series.
