Anime FPS etc.

I'd like to know standard anime framerate, if this knowledge exists. Specifically, I'm referring to modern TV series, but if anyone knows differences for movies or if there are differences at all, then please share whatever knowledge you have.

I was more referring to how often the cels are changed in a second. Point, I'd like to make a Flash set to a framerate that would make it resemble the general smoothness of anime without being too detailed.

I've heard anywhere from 8 to 24, depending on quality of a scene. Can anyone confirm/deny this?
