Mexican like charas in manga/anime

At this moment im only aware of:
Luxandra Frail, Peyote and the red eyes dude and his bitch from Cowboy Bebop's first episode and those 3 old men that are always playing poker.

I think that there was a Mexican girl (on/in) School Rumble but I don't remember her name and also there is one if the Red Ribbon army dudes that I think looks like some kind of Mexican. I think that his name was Silver.
