Not many anime can capture the look and feel of manga art, but some come close. Perhaps it is the addition of movement lines or hash lines that would make the art seem fake after using too much of it in movement. There are some examples of trying to look like animated manga for brief periods, such as FLCL, dokurochan, or the intro to Rakugaki showtime.
