Claudia from Macross / Robotech, Votoms has a black guy, The Commander at the base in Macross Plus, and I'm pretty sure I've seen a few blacks floating around Macross 7.
Lupin - Legend of the Gold of Babylon has a "Mr Popo" type black.

there was a gay black buddist in Speed Grapher, but there also was a guy that collected the severed legs of women. there was Jynx in pokemon, a black stariotype and my fav mr.Popo from DBZ
