look there are full blacks in anime shows and arabs and latins..just not as many cause in japanese blacks latins and arabs make about 11% of there population..believe it or not its growing. i know theres some of you who will never want to emmit it but its true lol. but yeah japanese people usually draw what they see on daily basis i mean how often do oyu see a black person walking the streets in japan well its rare but it happenes and the japanese dont mind and yes if you a japanese sroty producer you have to put more veriety in your characters if your going to make a futuristic story believable. so yes they do exist but ofcourse its going to be rare i mean comon its japan XD

The main charcters of "ジャングル黒べぇ"(Jungle Kurobee) by Fujiko-F-Fujio(Doraemon's author) are African. They have banished that anime because they thought it causes discrimination.

Im pretty sure Ussop of One Piece has black ancestry in his genetic makeup. His Dad Yassop doesnt look black but Ussop has features associated with black anime characters, so its possible Yassop had a black parent and either an anglo or a black/anglo mix parent, and he just came out fairer skinned than his son. Its rare but geneticially feasible.
Elena from the Street Fighter series is black. Most black charactres tend to come out as atereotypes because there isnt any real sizeable black population in Japan, so they use stereotypes because they really dont know any better
Brazil has the largest ethnic Japanese population in the world, outside of Japan. In recent years, Japan has allowed back some of these Japanese-Brazilians for guest worker programs in manual labor. I would imagine Pedro is mixed Japanese/Brazillian, since his occupation (construction) fits that pattern.
