Boubobo and Excel Saga are comedy, paranoida agent could be like the weirdness in cat soup at times. It just depends, when you say you want "weird", what sort of weird do you want?
I've seen some Studio 4C stuff which is pretty damn weird, on a closer-to-cat-soup-style-weird level.
Other things to take a look at are Blame! or Texhnolyze.

Haven't seen cat soup, but after looking at the preview for cat soup I'm guessing you're looking for 'REALLY weird'. Melody of Oblivion is the only thing I can think of which even comes close.
